For example, in Romania you can restore citizenship using a simplified procedure (without knowledge of the language, without continuous residence in the country for five years), if you have documents confirming your birth or the birth of relatives up to the third generation (mother, father, grandmother, grandfather) on the territory of Romania from 1918 to 1940.

Similar programs are present to varying degrees of activity in other countries: in Finland, Germany, the Czech Republic, Hungary, Romania, Greece, Spain, Slovakia. They change every year, close and new ones open. However, scammers use them for their own purposes.

The dubious business is built on the fact that they “find” your grandmother’s birth certificate in the archives, or more precisely, they simply forge them, and on the basis of this “document” you receive a second passport.

But, sooner or later, this situation still comes to light and the consequences can be the most unpredictable: in the best case, you will be deported from the country, with a further ban on visiting all EU countries and huge fines. Plus, criminal liability for forgery of documents has not been abolished. Whatever the outcome, the costs will be enormous.

Legal ways to obtain citizenship

You should not “reinvent the wheel” in search of extravagant ways to obtain a passport or save on paperwork. What to do if you discover a scam

The application must indicate:

full name of the body to which the appeal is submitted;

details of the author of the application, a telephone number by which you can contact him must be indicated;
the circumstances under which the fact of falsification was discovered;
signature and date.

Article 327 of the Criminal Code of the Russian Federation provides for liability both for falsifying a passport and for using a false document. If a person who has been issued a forged document applies in person, no punishment will be applied unless it is proven that he was aware of the forgery.

Today, for reasonable money, swindlers are ready to issue a completely new, and most importantly, a “real” civil passport using “false” data.

Before diving headlong into the problem of fake documents, it should be emphasized that this topic, in general, is not new in itself. It has reached its true dawn in recent decades with the invention and widespread use of color copying equipment and information technology. A huge number of crimes are carried out using fake IDs.

But there is one caveat. In our country, in comparison with civilized states, officials (unfortunately, the majority) do not fight the problem of mass falsification of documents - only for appearances. Therefore, the problem of inaction and greed of those who are responsible for the safety of the documentation sector, personal data of citizens and the security of the country is no less in scale than the problem of document falsification itself. After all, these are the people, oddly enough, who are not averse to making extra money from this.

The result of such frauds has been speaking for itself for several years now - the business of manufacturing new and reselling lost passports is so well developed in our country that now acquiring a “fake” document requires no more than 10 minutes of time, the Internet and a thousand or two hryvnia. And sometimes you can limit yourself to 800 hryvnia. Moreover, in order to pay for such a purchase, a solvent client, as a rule, does not have any problems - if desired, the sellers will find it themselves.

Thus, according to open data from experts, the volume of the market for counterfeit documents in Ukraine ranges from 30 to 50 million hryvnia per year, and this figure is constantly increasing. According to the police, thousands of passports alone are counterfeited in Ukraine every year. The scope of these services is so developed that fictitious documents can be delivered directly to your home! However, this is not our story. We were interested in forms of internal civil passports and their origin. After all, it’s one thing to purchase a stolen passport, with your photo carefully pasted into it (if you wish, you can easily appropriate other people’s full names at once). And it’s quite another thing - when they sell you a completely new document, which is issued specifically for you (in the full name that you provide), they also guarantee “posting to the database” so that law enforcement officers do not get attached to you at the first opportunity.

So, we settled on one of the advertisements we came across on the Internet in the style of “buy a passport of a citizen of Ukraine with any data!” The correspondence went just like clockwork - all the client’s wishes were guaranteed and at an affordable price.

The scammers' offer looked like this: for 2700 UAH. within 4 to 6 calendar days we are provided with a ready-made passport of a citizen of Ukraine complete with TIN (taxpayer identification number). The document will be registered with the data we need, they propose to do a “fake” registration, at the place of birth, or at the real place of residence.

Upon receipt of the passport, we are also given a day to “check” it (this is where there may be a “set-up” - a day to make sure that law enforcement agencies will not fall for you when carrying out, for example, some kind of banking operations), after which we are charged a fee for the document, through payment via WebMoney, for example. The passport is sent without cash on delivery.

The only question is, where do dishonest businessmen get the ORIGINAL document forms that they so easily sell via the Internet? Unfortunately, but very predictably, after trying to “find out” this issue, the scammers no longer got in touch and did not make any “profitable” offers.

Nevertheless, the fact remains: the number of people wishing to purchase a fake passport in the country is not decreasing every year, but on the contrary is growing. And, as statistics from law enforcement agencies show, scammers do an excellent job of fulfilling their “responsibilities.” But where do they get passport forms in such volumes, and who supplies them? It looks like a whole criminal scheme.

This raises another logical question: if passport forgery is an illegal business, then how do entries appear in government databases? If we blame everything on some unscrupulous employees of passport offices, then the sale of counterfeit documents could not become so widespread. This means that we can assume that quite serious structures or certain government officials are behind this undoubtedly profitable business.

For answers to these questions, we sent an official request to the director of the state-owned enterprise Polygraph Plant Ukraine, Maxim Stepanov. Knowing the craving of this “under-printer” for constructing schemes and destroying any order, it cannot be ruled out that it is through his submission that passport forms fall into the hands of scammers who earn fabulous money from this.

It’s worth thinking - if Stepanov does not disdain to openly “cheat” the state by purchasing antediluvian foreign-made equipment for printing foreign passports, then why not, in the name of power and enrichment, take swindlers under the wing, giving them the will to “cheat” the state and its citizens further?

Let us recall that earlier, for example, the “excise” scam started by the same Stepanov with the support and direct participation of Deputy Minister of Finance Yuriy Shevchenko has already allowed the state-owned enterprise Polygraphic Combine “Ukraine” to increase the profitability of the production of excise tax stamps for tobacco products to an unimaginable 1156%. Although in the documents regulating the activities of PC “Ukraine” and approved by the Minister of Finance of Ukraine, the profitability ratio (net income from product sales) for last year was set at 5.1% (!).

Stepanov was no less successful in printing election ballots, ordering paper for their production from a foreign manufacturer.

Well, or, as an option, the presence of forms for documents in the hands of fraudsters simply indicates that Stepanov does not sufficiently monitor the discipline of his subordinates, who “leak” these same forms from the enterprise into “unclean” hands.

So far, the answers to all these questions remain up in the air, and the “passport” business is growing more and more, discrediting the country in the eyes of the world community. But, as you know, one misfortune gives rise to another - now the same scammers most often turn to scammers for “fake” passports. These are members of organized crime groups in order to hide from law enforcement agencies, and illegal migrants who need such documents in order to illegally settle in our country, and “credit” swindlers. In addition, having certain legal knowledge or a well-trained notary, a person whose passport has fallen into the hands of criminals can register an enterprise that, for example, launders money. Germany can't detect fake passports

There are a number of ways to falsify:

Splitting the laminate, replacing an existing photograph with another and secondary lamination.
Deleting a photo and pasting another photo in its place.
Attaching a new sheet of paper with fake details, another photograph to the third page of the passport and secondary lamination.
Elimination of the original data, application of falsified impressions of the form, photographs, installation information to the sheet and covering with another laminate.
Sectioning the passport, taking out the existing sheet and sewing in another with forged materials and a different photograph.

However, other pages of the passport may also be falsified. It all depends on the task assigned to the attacker.

First stage of verification

At this stage, the authenticity of the passport is verified by determining the legal capabilities of the document and checking that the passport matches the established form. After this, all details (mandatory data contained in the document), the presence of all seals and stamps, and their contents are clarified.

It is imperative to check the validity period of the passport and signature. If one of the essential details is missing, the passport loses its legal capabilities.

When externally studying passport data, one must focus on the correspondence of the holder’s date of birth with the timing of the document’s issuance and the type of passport. In fakes, the time frames may not correspond to each other. The period for issuing the document must depend to a certain extent on the year of birth of its owner.

You also need to ensure that the data from the region in which the document was issued corresponds with the stamp on the registration of the Russian at the place of residence at the time of receipt of the passport. The approximate age of the person shown in the photograph must correspond to that indicated in the passport.

If differences arise, it is recommended to compare the document data with information in other official documents.

Technical and forensic examination of documents

In some cases, investigations need to determine whether the documentation provided is fraudulent or original. In the second case, it is necessary to determine when and in what way it was performed. For this purpose, a study is being carried out that has technical and forensic significance. Using this study, you can establish:

what method did the criminals use to produce the passport;
the fact that the original contents of the paper have been changed;
damage that is poorly visible or invisible upon inspection;
the time when the act was prepared;
by what means the document was falsified.

Recognition of some elements of the forgery can be made by the investigator during inspection and examination of the papers. If the form on which the document is printed is forged, you may notice the following signs:

the strokes are uneven;
letters vary in size and configuration;
the images are of a non-standard nature;
presence of errors in grammar;
logical contradictions;
traces from preparing the document with a pencil.

Important! In the case when we are talking about changing the original content of the passport, there may be traces of washing or etching on it. For this purpose, chemical reagents and other substances are used. The paper in places where it is affected changes its usual color, nearby text may be blurred.

Signs that a document could be falsified by replacing a photo are:

It is noticeable that the oval and the print text do not match (this happens when the photo is completely replaced).
Carrying out installation, that is, when part of the old card remains, on which there is a seal, the rest is cut off and another photo is pasted there. A fake can be identified by differences in the photographic paper on which the pictures are printed, the presence of a cut, or mismatched parts of the card.
A new layer of emulsion is applied to the base of the old photo. This can be detected by the unevenness of the paper and the presence of differences in the quality characteristics of the paper.

Due to the fact that the passport has several degrees of protection, only the signature of the certifying person or the stamp can be forged. This applies to cases where partial falsification of documentation occurs. To identify a fake, a microscope or magnifying glass is used. The study is carried out in obliquely incident rays of light.

Signs of a fake passport

How can you verify the authenticity of a citizen's passport? Work practice allows us to determine the main directions of production of counterfeits. Attackers can create counterfeits that can be identified by the following criteria:

Falsified display of passport page details. An inkjet printer prints patterns of individual dots in different shades. When printing using the color electrophotography method, the coloring material lies on the surface of the sheet, all drawings and letters are built from small, sintered grains of paint of different colors; the drawings have a grainy structure and a specific shine. Goosebumps are visible on unsealed areas.
Changing the color of the form.
No water images.
Uneven passport page sizes.
There are no frequently displayed words “Ministry of Internal Affairs of Russia” glowing red under ultraviolet light.
On the passport form there is no word “RUSSIA”, which glows green in ultraviolet light.
There are no fibers on the document form that glow in yellow and green tones in ultraviolet light.
There are no microtexts that fill the lines of the third page.
Uneven color shade of the numbers used to write the series and document number on the pages of the document.
In a number of cases, poor-quality printing of details on the pages of the passport.
Presence of defects on the laminate.
Earth and other foreign impurities were found underneath.
Laminate splitting.
Detection of signs of its cut in the upper part of the form.
Presence of signs of damage to the laminate around the photograph.
Discovering another one under the photo.
Double laminate available.

Types of passport counterfeiting

A counterfeit can be one of two possible types:

It is quite simple to distinguish between these concepts, since the first type involves the production of complete documentation. This means that all details, stamps, seals, etc. will be fake. Partial forgery is understood as changing some parts of the paper. Stamps, seals, details, etc. can be changed individually.

A passport can be completely faked using the following methods:

complete document production;
production of a form on which the passport is subsequently printed;
entering information into a document that does not correspond to reality (the person must know about this in advance);
forgery of the signature of an official of the migration authority who certifies the document;
production of seals and stamps.

A passport or international passport can be partially falsified by:

removal of text or part thereof by mechanical means;
removing text using chemical reagents or solvents;
introducing new words and characters into the document;
replacement of individual parts of paper, which could be photos, sheets, etc.

Punishment for carrying out the actions in question is provided for in Article 327 of the Criminal Code of the Russian Federation.
